TO ALL PARTIES INTERESTED IN, AFFECTED BY, OR HAVING OBJECTIONS TO OR BEING AGRRIEVED BY THE FOLLOWING DESCRIBED ORDINANCE:
NOTICE IS HEREBY GIVEN, that a Complaint in the Nature of a Petition for the Ratification, Approval and Confirmation of an Ordinance Enlarging, Extending and Defining the Corporate Limits and Boundaries of the Town of Sardis, Panola County, Mississippi, has been filed in Cause No. 26-cv-1 (PL) pursuant to an Ordinance having been and legally adopted by the Mayor and Board of Aldermen of Sardis, Mississippi, on November 4, 2025, which Ordinance is in the following words and figures, to wit:
AN ORDINANCE ENLARGING, EXTENDING AND DEFINING TIIE CORPORATE LIMITS AND BOUNDARIES OF THE TOWN OF SARDIS, PANOLA COUNTY, MISSISSIPPI, TO INCLUDE CERTAIN LANDS SITUATED IN THE FIRST JUDICIAL DISTRICT OF PANOLA COUNTY, MISSISSIPPI
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE TOWN OF SARDIS, MISSISSIPPI:
SECTION 1. Public convenience and necessity requiring the same, that the corporate boundaries and limits of the TOWN of Sardis, Panola County, Mississippi, be and the same are hereby extended and enlarged so as to embrace the following adjacent unincorporated lands and territory in the First Judicial District of Panola County, Mississippi, to-wit:
Area 1:
Beginning at the point of intersection of the West right-of-way of J.Q. West Road (aka, North Main Street) and the North line of the Southeast Quarter of Section 27, Township 7 South, Range 7 West, Panola County, Mississippi, said point lying on the present corporate limits of the TOWN of Sardis, Mississippi;
Thence Easterly along the present corporate limits of the TOWN of Sardis, Mississippi to a point on the East right-of-way of J.Q. West Road (aka, North Main Street);
Thence continuing along the said present corporate limits and along the North line of the Southwest Quarter of Section 26, Township 7 South, Range 7 West run Easterly for a distance of 720 feet, more or less, to a point in line with a southerly extension of the East line of the Rose Hill Cemetery property;
Thence leaving the present corporate limits of the TOWN of Sardis, Mississippi run North 0 degrees 14 minutes 08 seconds East to and along the East line of the said Rose Hill Cemetery property to a point of intersection with the South boundary of that parcel of land conveyed from Will Henderson to Angela Faye Henderson by Warranty Deed recorded in Deed Book 2008 at page 20 in the land records of the Chancery Clerk of Panola County, Mississippi, First Judicial District (hereinafter “Henderson property”);
Thence run Easterly and along the South boundary of said Henderson property to the Southeast corner thereof;
Thence run along the Eastern boundary of said Henderson property the following calls and distances:
North 36 degrees 09 minutes 20 seconds West a distance of 230.79 feet; North 41 degrees 47 minutes 30 seconds West a distance of 117.64 feet;
North 41 degrees 55 minutes 20 seconds West a distance of 281.54 feet;
North 58 degrees 30 minutes 00 seconds West a distance of 95.95 feet to a point on the
South right-of-way of Smith Road;
Thence leaving the Henderson property run due North to a point on the North right- of-way of Smith Road;
Thence Westerly along the North right-of-way of said Smith Road to its point of intersection with the East right-of-way of J.Q. West Road;
Thence due West to a point on the West right-of-way of said J.Q. West Road;
Thence South along the West right-of-way of said J.Q. West Road to its point of intersection with the North line of the Southeast Quarter of Section 27, Township 7 South, Range 7 West, and the POINT OF BEGINNING.
Area 2:
BEGINNING at the point of intersection of the East line of the Northwest Quarter of Section 36, Township 7 South, Range 7 West, Panola County, Mississippi and the South right-of-way of Mississippi Highway 315, said point being on the current corporate limits of the TOWN of Sardis;
Thence leaving said present corporate limits run Easterly along the South right-of- way of said Mississippi Highway 315 a distance of 520 feet, more or less, to a point lying due South of the Southeast corner of the property conveyed to Mississippi Power & Light Company by Warranty Deed recorded in Deed Book A42 at Page 33 in the land records of the Chancery Clerk of Panola County, Mississippi, First Judicial District;
Thence due North to the Southeast corner of said Mississippi Power & Light Company property;
Thence North and along the East boundary of the said Mississippi Power & Light Company property a distance of 501.75 feet, more or less, to the Northeast corner of said property;
Thence West and along the North boundary of the said Mississippi Power & Light Company property, and an extension thereof, a distance of 520 feet, more or less, to a point on the East line of the Southwest quarter of Section 25, Township 7 South, Range 7 West, Panola County, Mississippi, said point lying on the present corporate limits of the TOWN of Sardis;
Thence running along said present corporate limits run South 0 degrees 07 minutes West to the Northeast corner of the Northwest quarter of said Section 36, Township 7 South, Range 7 West, Panola County, Mississippi;
Thence continuing along said present corporate limits run South 0 degrees 27 minutes West along the East line of the Northwest quarter of said Section 36 to its point of intersection with the South right-of-way of Mississippi Highway 315, and the POINT OF BEGINNING.
Area 3:
Beginning at a point on the West line of Section 35, Township 7 South, Range 7 West, that is South 0 degrees 16 minutes East a distance of 2937.25 feet from the Northwest corner of said Section 35, said point being on the current corporate limits of the TOWN of Sardis;
Thence following along said corporate limits, run North 89 degrees 07 minutes East a distance of 209.75 feet to the point of intersection of the center line of East Carlee Street with the East line of Belmont Road;
Thence along the East and North line of Belmont Road South 23 degrees 11 minutes East a distance of 934.80 feet;
Thence along a curve to the left having a radius of 686.20 feet and an arc distance of 521.27 feet;
Thence South 66 degrees 42 minutes East a distance of 2212.41 feet;
Thence South 63 degrees 20 minutes 30 seconds East a distance of 138.45 feet to a point on the South line of said Section 35;
Thence South 89 degrees 48 minutes East along the South line of said Section 35 a distance of 193.30 feet to a point that is 40.00 feet Westwardly from the center line of East Carlee Street;
Thence North 02 degrees 03 minutes West a distance of 1351.73 feet;
Thence North 12 degrees 37 minutes West a distance of 547.30 feet;
Thence North 43 degrees 04 minutes East along the West or North line of Industrial Park Road a distance of 992.00 feet to the center of “Wild Dog Ditch”;
Thence downstream along the thread of “Wild Dog Ditch” to a point on the West right-of-way line of U.S. Highway I-55 (from which point the Northern terminal point of the preceding call bears South 82 degrees 28 minutes West a distance of 1358.90 feet);
Thence along the West right-of-way line North 0 degrees 07 minutes East a distance of 962.00 feet to a point;
Thence North 89 degrees 46 minutes East a distance of 150 feet to the common line between said Section 35 and Section 36, Township 7 South, Range 7 West;
Thence North 89 degrees 35 minutes East to a point on the East right-of-way of U.S. Highway I-55;
Thence leaving the present corporate limits of the TOWN of Sardis, run Southerly along the East right-of-way of U.S. Highway I-55 to its intersection with the North line of Section 11, Township 8 South, Range 7 West;
Thence continue Southerly along the East right-of-way of U.S. Highway I-55 to a point lying 1122 feet South of the North line of said Section 11, as measured along a line parallel to the West line of the Northeast quarter of said Section 11;
Thence run due West a distance of 1900 feet, more or less, to a point on the West right-of-way of a railroad known as the Illinois Central Railroad or Grenada Railroad or Gulf & Atlantic Railways;
Thence Northerly along the West right-of-way of said railroad to a point on the South right-of-way of East Mill Road;
Thence Westerly along the South right-of-way of East Mill Road and continuing Westerly along the South right-of-way of West Mill and an extension thereof to a point on the West right-of-way of U.S. Highway 51;

Area 4:
Commence at a point that is North 89 degrees 35 minutes West a distance of 3490 feet from the Northeast corner of the Southeast Quarter of Section 27, Township 7 South, Range 7 West, said point being at the northwest corner of the current corporate limits of the TOWN of Sardis;
Thence follow along said corporate limits South 0 degrees 11 minutes West to a point lying 1770 feet north of the South line of said Section 27, said point being the POINT OF BEGINNING;
Thence leaving said present corporate limits run West and parallel with the South line of said Section 27 to a point on the West line of said Section 27;
Thence South along the West line of said Section 27 to the Southwest corner thereof, the same being the Northwest corner of Section 34, Township 7 South, Range 7 West;
Thence South along the West line of said Section 34 for 2990 feet, more or less, to a point lying North 89 degrees 35 minutes West from the Southwest corner of the present corporate limits of the TOWN of Sardis;
Thence run South 89 degrees 35 minutes East to a point on the Southwest corner of the present corporate limits of the TOWN of Sardis;
Thence following along said corporate limits, run North 0 degrees 47 minutes West a distance of 2990 feet to the South line of the Southwest Quarter of Section 27, Township 7 South, Range 7 West;
Thence North 0 degrees 11 minutes East for 1770 feet to the POINT OF BEGINNING.
SECTION 2.
That the corporate limits and boundaries of the TOWN of Sardis, Mississippi, lying and being in the First Judicial District of Panola County, Mississippi, as enlarged, extended and fixed by this Ordinance shall be as follows, to-wit:
Beginning at the Northeast corner of the Southwest Quarter of Section 26, Township 7 South, Range 7 West;
Thence South 89 degrees 37 minutes West along the North line of the said Southwest Quarter to a point in line with a southerly extension of the East line of the Rose Hill Cemetery property;
Thence run North 0 degrees 14 minutes 08 seconds East to and along the East line of the said Rose Hill Cemetery property to a point of intersection with the South boundary of that parcel of land conveyed from Will Henderson to Angela Faye
Henderson by Warranty Deed recorded in Deed Book 2008 at page 20 in the land records of the Chancery Clerk of Panola County, Mississippi, First Judicial District (hereinafter “Henderson property”);

Thence South along the West line of said Section 27 to the Southwest corner thereof, the same being the Northwest corner of Section 34, Township 7 South, Range 7 West;
Thence South along the West line of said Section 34 for 2990 feet to a point;
Thence run South 89 degrees 35 minutes East to a point on the West right-of-way of U.S. Highway 51, said point lying approximately 2,990 feet South of the North line of said Section 34 and being on the South boundary of the previous corporate limits of the TOWN of Sardis;
Thence Southerly along the West right-of-way of said U.S. Highway 51 to its intersection with a Westerly extension of the South right-of-way of West Mill Road;
Thence Easterly to and along the South right-of-way of West Mill Road and continuing Easterly along the South right-of-way of East Mill Road to its intersection with the West right-of-way of a railroad known as the Illinois Central Railroad or Grenada Railroad or Gulf & Atlantic Railways;
Thence Southerly along the West right-of-way of said railroad to a point lying due West of a point defined as lying on the East right-of-way of U.S. Highway I-55 and 1122 feet South of the North line of Section 11, Township 8 South, Range 7 West, as measured along a line parallel to the West line of the Northeast quarter of said Section 11;
Thence run due East a distance of 1900 feet, more or less, to the afore described point on the East right-of-way of U.S. Highway I-55, said point lying 1122 feet South of the North line of Section 11;
Thence Northerly along the East right-of-way of U.S. Highway I-55 to North line of said Section 11;
Thence continue Northerly along the East right-of-way of U.S. Highway I-55 to a point of intersection with the southern boundary of the TOWN of Sardis as established in a DECREE APPROVING THE EXTENSION OF THE MUNICIPAL BOUNDARIES OF THE TOWN OF SARDIS, MISSISSIPPI filed in the Chancery Court of the First Judicia District of Panola County in Cause No. 6050;
Thence run North 89 degrees 35 minutes East to the East line of the Northwest Quarter of Section 36, Township 7 South, Range 7 West;
Thence North 0 degrees 27 minutes East along the East line of the said Northwest Quarter to its intersection with the South right-of-way of Mississippi Highway 315;

The tract of land herein described, less said exception, contains 1,064.00 acres, more or less, of which 145 acres, more or less, lie in said Section 12, 385 acres, more or less, lie in said Section 13, 338 acres, more or less, lie in said Section 18, and 196 acres, more or less, lie in said Section 7.
SECTION 3.
The TOWN of Sardis shall make the following improvements in said annexed territory to be completed within a reasonable time, not to exceed five (5) years from the effective date of this Ordinance, unless delayed by war or military preparedness:
(a) Improve existing streets and drainage where necessary and economically feasible and legally permissible;
(b) Install water lines, water service, sewage disposal lines, sewage treatment facilities and street lighting, where necessary and economically feasible and legally permissible;
(c) Said services shall be furnished in the same manner as such services are being furnished to the present citizens, businesses and property owners of the municipality where necessary economically feasible and legally permissible.
SECTION 4.
That the TOWN of Sardis shall furnish to the said annexed territory the following municipal and public services in the same manner and to the same extent as such services are being furnished to the present citizens, businesses and property owners of the municipality, such services to begin on the effective date of this Ordinance, to-wit:
a) Police Protection;
b) Planning and Zoning;
c) Fire Protection;
d) Garbage removal;
e) Trash and other debris removal;
f) Pest control;
g) Maintenance of existing streets, rights of way and drainage structures and facilities; h) Code enforcement;
i) Parks and recreation service; and
j) The right to exercise the ballot in municipal elections upon registering and meeting all
statutory and constitutional requirements, and the use and benefit of all other municipal services and facilities furnished by the TOWN of Sardis to all of the present citizens, businesses and property owners of the municipality.
SECTION 5.
The TOWN of Sardis, Mississippi, through its attorneys, shall file a petition in the Chancery Court of the First Judicial District of Panola County Mississippi, which petition shall recite the fact of the adoption of this Ordinance and shall pray for the approval, ratification and confirmation by the said Court of the enlargement and extension of the municipal boundaries and limits of the TOWN of Sardis, Mississippi as herein fixed and determined. Said petition shall have attached hereto a certified copy of this Ordinance and a plat or map showing the boundaries of the said TOWN of Sardis, Mississippi, as they will exist in the event such enlargement and extension becomes effective pursuant to this Ordinance.
SECTION 6.
The TOWN of Sardis, Mississippi shall undertake the following restrictions, planning and zoning activities following the effective date of this Ordinance, to-wit:
a) The TOWN of Sardis shall enlarge, update, revise and amend its Comprehensive Plan to include all territory annexed to the municipality and the Board of Aldermen shall adopt such revisions fulfilling all legal requirements to do so including public notice and a public hearing on enlargement, updating, revision and amendments of the Comprehensive plan.
b) Following modification of the Comprehensive Plan to include territories annexed, the TOWN of Sardis shall prepare and adopt an Official Zoning Map and such Zoning Ordinance text amendments as are warranted to implement the adopted Comprehensive Plan. All territory annexed shall be included on the TOWN’s Official Zoning Map and shall be classified thereon in conformance with the TOWN’s adopted Comprehensive Plan. Adoption of Zoning Ordinance text amendments in addition to the TOWN’s official Zoning Map by the Board of Aldermen shall occur after proper notice and public hearing(s).
SECTION 7.
That this Ordinance shall become effective ten (10) days after the date of the entry of the Decree of the Chancery Court of Panola County, Mississippi, ratifying, approving and confirming the enlargement and extension of the boundaries of the TOWN of Sardis, Mississippi, as established by this Ordinance and Decree of said Chancery Court.

The hearing shall take place at the Desoto County Courthouse in Hernando, Mississippi, located at 2535 Highway 51 South, Hernando, Mississippi 38632, at which time all parties interested in, affected by, having objections to or being aggrieved by said proposed enlargement and extension of the municipal boundaries of the Town of Sardis, Mississippi, as proposed in said Ordinance, are hereby notified to appear at said hearing and present to the Court
their objections and protests, if any, to the ratification, approval and confirmation of said Ordinance enlarging, extending and defining the corporate limits of the Town of Sardis, Mississippi.
